There are a few beaches that are accessible only by trail and do allow camping along the beach, not on the beach, behind the dunes. What area are you interested in, northern California covers a lot of area.

Where is the best place to go camping in Northern California? And why?

I would have to say Big Sur or Yosemite, although there are many wonderful places to camp in Northern California!
Big Sur because it's on the coast, the scenery is beautiful, there are a variety of camping options from environmental walk-in campsites to RV parking, it has a Bohemian atmosphere, there are opportunities for whale watching, and it's just plain funky & fun. Yosemite because it's in the Sierra Nevadas, the scenery is beautiful, there are a variety of camping options from tents to tent cabins to high country camping, and it's just - YOSEMITE! See http://www.discovernortherncalifornia.com/yosemite-national-park.html
