Where can you legally camp on the beach in the outer banks?

I want to use a tent to camp out "on" or as close to the beach as I can. Where in OBX is this possible? Campgrounds are ok, but I haven't been able to find any very close to the actually ocean...

love the OBX but i would wait until the storm has hit and is over with. i know the waves can get very rough there and you would just have to turn away for a second for a tragedy to happen.
