Where can I tent camp for free in Southern California?


I want to tent camp next weekend and I was wondering where the best places are that are free. Here are my stipulations:

-No chains/ snow tires required
-Around San Bernardino
-FREE
-Tent camping

i always see people camping next to the railway lines here in orange county, through cypress, anaheim, buena park all the way to fullerton...tents and all. i dont think its legal but its free, and you might meet some down people

My wife and little girl have never been camping, but are excited to try it. Where in Southern California can I go set up a tent for a weekend, that is safe for a family and can have fun, preferably a beach site?

El Capitan, Refugio, Doheny state beach campgrounds
all very nice and they reserve quickly.
